Within the framework of the “Strengthening Mechanisms for the Protection of the Rights of Persons Forcibly Displaced from Nagorno-Karabakh” project, the Armenian Lawyers’ Association (ALA) provides free legal assistance to forcibly displaced persons in vulnerable situations, including socially disadvantaged and unemployed individuals, persons with disabilities, students, women, and others.
As part of this project, Davit Sargsyan approached the ALA seeking assistance in receiving the financial assistance provided by the Government of the Republic of Armenia.
The beneficiary had crossed the border of the Republic of Armenia on March 28, 2024, and returned on April 16. He had not received the assistance payment for March. To clarify whether he would be included in the list of beneficiaries eligible for the March payment, he contacted the Ministry of Labor and Social Affairs of the Republic of Armenia. In response, he was informed that he would not receive the assistance payments for March and April because he had crossed the state border of the Republic of Armenia.
Pursuant to the provisions of Point 21.1 of Annex No. 2 to Government of the Republic of Armenia Decision No. 1763-L of October 12, 2023, monthly financial assistance for previous months is paid if the beneficiary’s absence from the Republic of Armenia during the relevant month was less than 10 days. Based on this provision, the ALA prepared and submitted an official letter to the Unified Social Service.
Thanks to the Armenian Lawyers’ Association’s persistent efforts, the request was granted, and the beneficiary received the assistance payment for March.
