The Armrights.am online platform, established by the Armenian Lawyers’ Association NGO to support persons forcibly displaced from Artsakh, has become a trusted companion on the path to social protection and legal justice. Through the platform, numerous families have received not only legal advice but also practical assistance in raising their concerns and using effective mechanisms for communicating with state authorities.

Recently, four forcibly displaced families (A.A., A.G., L.G., and L.A.) submitted applications through the Armrights.am platform after encountering difficult circumstances involving both technical malfunctions in the e-social.am system and unjustified rejections. Due to technical issues with the website, the system simply failed to accept some of the families’ applications, preventing them from fully submitting the required information and applying for assistance under the relevant support program.

In two other cases, beneficiaries had received unlawful rejections lacking factual grounds. In one case, the database incorrectly indicated that the beneficiary resided in a 24-hour care facility; in the other, it recorded a discrepancy between the registered and actual residential addresses. Neither entry reflected the actual circumstances, nor was either supported by documentary evidence. As a result, the families were temporarily deprived of their entitlement to social assistance solely due to systemic and administrative errors.

The Armenian Lawyers’ Association’s specialists thoroughly examined each case, assisted the beneficiaries in completing and resubmitting their applications, and prepared legally substantiated letters addressed to the Unified Social Service. As a result of this intervention, the state authority reviewed the applications, and all four families were included in the list of beneficiaries eligible for additional urgent social assistance.

This case demonstrates that properly structured legal assistance and well-substantiated communication can help restore fair treatment of citizens.

At the same time, it highlights the need to improve digital systems and social assistance procedures to ensure that such errors do not prevent vulnerable groups from exercising their legally guaranteed rights.
