The Armenian Lawyers Association (ALA) provides free legal assistance to forcibly displaced and vulnerable persons (socially disadvantaged, unemployed, disabled, students, women, etc.) within the framework of the "Strengthening Protection Mechanisms for the Rights of Forcibly Displaced Persons from Nagorno-Karabakh" project. Under this project, Arevik Melkumyan approached us with the issue of obtaining a temporary protection (refugee) certificate.
Arevik Melkumyan had applied to the Ejmiatsin regional department of the Migration and Citizenship Service of the Ministry of Internal Affairs to register in the Republic of Armenia and receive a temporary protection (refugee) certificate, but they refused to accept her application, citing the absence of her parents' marriage certificate.
Considering that the presence or absence of this document cannot have any impact on the issuance of a temporary protection (refugee) certificate, as it does not contain information that could be a reason for not issuing a temporary protection (refugee) certificate to a person, we drafted a letter addressed to the Migration and Citizenship Service of the RA Ministry of Internal Affairs.
In response to the Armenian Lawyers Association's letter, the Migration and Citizenship Service, to conduct a full and comprehensive examination, invited the beneficiary to appear before them. As a result of this process, the beneficiary was issued a temporary protection (refugee) certificate.
